Why not enforce the littering laws already on the books and fine the offenders? City will get revenue, look better and the people who don’t litter will have a free Saturday afternoon. In any case, why do we do this when we pay taxes for the city to clean streets?

her? The streets and empty lots will just be littered again April 5. Just look at the blocks east of 52nd St. It’s almost autumnal, what with the bags and styrofoam cups blowing down the street.
